The International Growth Centre (IGC), in collaboration with the Ministry of Economy and Finance (MEF) in Mozambique, is conducting research and policy engagement related to the implementation of carbon pricing and potential responses to the European Union’s Carbon Border Adjustment Mechanism (CBAM). As the European Union prepares to enforce the CBAM in 2026, Mozambique must anticipate and adapt to the implications this may have on its exports, development strategy, and environmental commitments.
To support effective engagement and coordination with government stakeholders, the IGC Mozambique office seeks to recruit a part-time consultant to act as a liaison between the IGC and the Government of Mozambique, including The Ministry of Agriculture, Environment and Fisheries, Ministry of Planning and Development, Ministry of Finance and relevant sectoral ministries.
Objectives of the Assignment
The consultant will serve as the primary point of contact between the IGC and the Government of Mozambique for all matters related to the CBAM project. The main objective is to ensure regular and productive engagement with government counterparts, follow-up on agreed project milestones, and facilitate the dissemination and uptake of IGC research and policy recommendations.
Responsibilities
The consultant will be responsible for the following tasks:
Act as the focal point for coordination with the Ministries and other relevant government institutions regarding the CBAM project.
Support the planning and implementation of stakeholder engagement activities, including meetings, workshops, and dissemination events.
Ensure timely follow-up on decisions and action points from meetings with government counterparts.
Assist in the contextualization and communication of IGC research outputs to policy audiences.
Connect the government with with EU.
Support the legislation development.
Provide regular updates to the IGC country team on progress and political economy dynamics affecting the project.
Identify and flag any risks or opportunities relevant to the implementation of the CBAM research agenda.
Support the development of briefing notes, policy memos, and presentations for government engagement.
Maintain close collaboration with researchers and technical advisors involved in the CBAM project.
Document and share lessons learned and feedback from government stakeholders.

Contractual Arrangements
The consultant will be contracted by the IGC Mozambique office on a part-time basis. Remuneration will be commensurate with qualifications and experience. The consultant is expected to be based in Maputo, with flexible working arrangements.
