Status: Full-time, local hire, Level 9

Location: Tete, Mozambique, Southern Africa

Reports to: Regional Director

PURPOSE: World Renew is seeking Regional MEAL Coordinators for its four regions: Asia, Latin America, East Africa, and Southern Africa, to strengthen regional capacity for designing, implementing, and delivering robust, evidence-based programs. The role will be instrumental in ensuring that programs across these regions are grounded in rigorous monitoring, evaluation, accountability, and learning (MEAL) practices, while also embedding a strong focus on value for money (VfM)—ensuring that resources are used efficiently to achieve maximum impact. This position description is for the position based in Tete, Mozambique, and will support work in Malawi, Mozambique, and Zambia.

Working in close collaboration with the Global MEAL Lead and country teams, the Regional MEAL Coordinators will provide strategic M&E support for external grants, assist in the development of performance measurement frameworks, and foster cross-regional cohesion in MEAL processes. By promoting accountability, learning, and adaptive management, the coordinators will play a key role in demonstrating measurable program outcomes and driving continuous improvement across World Renew’s global operations. This position will ensure that programs not only meet donor requirements but also deliver high-quality results efficiently and effectively, contributing to sustainable, transformative change in communities.

We do not discriminate based on disability, culture, ethnicity, or gender, and welcome and encourage people from diverse backgrounds to apply.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Strengthen Regional Teams’ and Partners’ Capacity for Delivering Strong, Evidence-based Programming

a. Enhance the technical skills and competencies of regional teams and partners through tailored training and coaching in program design, monitoring, evaluation, accountability, and learning (MEAL). Foster adaptive management practices to ensure programs are responsive to changing contexts and deliver sustainable impact.

b. Provide in-person guidance through regular field visits to selected offices and partners, supporting the development of comprehensive MEAL plans. Help teams identify meaningful performance indicators, ensuring alignment with both local contexts and broader organizational goals. Guide the analysis and synthesis of program data to promote evidence-based decision-making and address region-specific MEAL needs.

c. Offer expert advice to field staff and partners on designing and implementing baseline assessments, and ensure that monitoring and evaluation activities are rigorous, reliable, and aligned with best practices. Focus on building skills for accurate data collection, analysis, and interpretation to support adaptive programming.

d. Provide strategic advice on the use of proven qualitative and quantitative assessment tools. Support the use of Participatory Rural Appraisal (PRA), Participatory Learning and Action (PLA), and other participatory methods for gathering deep, community-driven insights. Additionally, assist in the design of survey instruments and the selection of robust sampling methodologies to ensure representative data and actionable insights.

2. Ensure Rigor, Excellence, and Value for Money in World Renew Programs

a. Ensure that all MEAL processes adhere to the highest standards of data quality, from collection to analysis, to provide accurate, reliable evidence for decision-making.

b. Promote the use of robust evidence in program design, implementation, and evaluation, ensuring that decisions are informed by data and aligned with global best practices.

c. Work with regional teams to integrate standardized MEAL frameworks, indicators, and methodologies across programs to ensure consistency, comparability, and accountability.

d. Schedule and coordinate Regional, Country and Program evaluations and ensure TOR’s and Learnings (findings/recommendations) are both disseminated and acted upon.

e. Promote efficient and cost-effective resource utilization by integrating value for money principles into all phases of program design and implementation, ensuring that outcomes are achieved within budget while maximizing impact.

3. Support Grant Proposals and Reporting Excellence

a. Work with Grants and regional teams to develop and review performance measurement frameworks, logic models, indicator tracking tables, and theories of change. Provide input on selecting indicators for ongoing and future programs.

b. Oversee the monitoring, evaluation, and reporting of grant-funded programs, ensuring alignment with donor requirements.

c. Lead data analysis, baseline assessments, and program evaluations, delivering high-quality reports for donors like Global Affairs Canada and others.

d. Review grant announcements and RFPs to ensure MEAL requirements are met and compliance standards are maintained.

Provide technical input for grant proposals, ensuring that MEAL components are robust, achievable, and aligned with both program goals and donor expectations.

e. Facilitate the use of program data to strengthen grant proposals by highlighting program impact, lessons learned, and evidence-based practices to increase competitiveness in securing future funding.

4. Promote Organizational Learning and Continuous Improvement

a. Lead the creation and management of a Regional Community of Practice (CoP), promoting cross-country knowledge sharing, the adoption of standardized tools, and the consolidation of data for global reporting and strategic decision-making.

b. Stay updated on the latest developments and innovations in MEAL. Actively share proven practices across World Renew, ensuring that regional teams continuously improve their approaches based on the most current and effective methods.

c. Encourage a structured approach to knowledge management by ensuring lessons learned are systematically curated, documented, and shared across regions and countries. Promote the practical application of this knowledge to refine program delivery and enhance impact.

d. Organize and lead regular learning sessions, webinars, or workshops that enable staff to share experiences, challenges, and innovative solutions, fostering continuous improvement across programs.

e. Create practical guides, toolkits, and case studies based on lessons learned and best practices to support staff and partners in applying MEAL principles effectively in their programs.
